Army Major indicted on aggravated assault, child cruelty charges

A U.S. Army major serving in a senior personnel position with the 3rd Infantry Division at Fort Stewart has been indicted by a Chatham County grand jury on charges of aggravated assault and cruelty to children following a September 2025 domestic violence incident.

Anthony Scott Ulloa, 33, is currently assigned as Human Resources Operations Chief for the 3rd Infantry Division, according to publicly available professional records. Court records show Ulloa was arrested on Sept. 7, 2025, and later indicted on one count of aggravated assault and one count of cruelty to children in the third degree.

According to the indictment, prosecutors allege Ulloa assaulted a woman by placing both hands around her neck and squeezing, conduct described in the charging document as likely to result in strangulation.

Prosecutors further allege Ulloa intentionally allowed his daughter, a child under the age of 18, to witness the alleged assault, forming the basis for the cruelty to children charge.

A Chatham County grand jury returned the indictment in November 2025. Ulloa entered a plea of not guilty during a Feb. 9, 2026 court appearance. A jury trial is currently scheduled for Dec. 14, 2026, in Chatham County Superior Court.

The allegations surfaced only months after Ulloa returned to Fort Stewart and assumed his current position within the division.

Publicly available records show Ulloa spent several years assigned in South Korea with the 2nd Infantry Division and 8th Army, serving in a series of human resources and operational assignments. Those assignments included positions as a Human Resources Manager, Senior Human Resources Manager, Talent Acquisition Manager, and Korean Theater Plans and Operations Officer.

Records reviewed by The Salty Soldier indicate Ulloa married while assigned to South Korea and welcomed his first child during that overseas assignment. Publicly available records and social media posts further indicate the family’s second child was born approximately one month before the alleged incident that led to his arrest and subsequent indictment.

Prior to his current assignment, Ulloa attended the U.S. Army Command and General Staff College, a professional military education program attended by officers selected for field-grade leadership positions. His military career also includes a deployment to Afghanistan and an earlier assignment at Fort Stewart following his graduation from The Citadel in 2014.

The case remains pending, and the allegations contained in the indictment have not been proven in court.

The Salty Soldier contacted the 3rd Infantry Division Public Affairs Office seeking comment regarding Ulloa’s current duty status, whether any administrative action has been taken, and whether any command-directed investigation or protective measures were implemented following his arrest. Any response received will be incorporated into this article.
