Why was Army CID Involved? Court records allege three-business prostitution operation Near Fort Bragg

FAYETTEVILLE, N.C. — Court records obtained by The Salty Soldier paint a far more detailed picture than the brief public announcement issued after a recent Cumberland County human trafficking operation.

While the Cumberland County Sheriff’s Office announced the arrests of Carlos Ramirez Garcia and Angkana Sihachack following a multi-agency investigation involving Homeland Security Investigations, the North Carolina Board of Massage and Bodywork Therapy, local law enforcement agencies, and the U.S. Army Criminal Investigation Division (CID), the charging documents reveal allegations of a coordinated prostitution operation spanning multiple massage businesses across Fayetteville and Spring Lake.

The defendants have not been convicted and are presumed innocent unless proven guilty in court.

Investigators Allege Three Businesses Were Connected

According to affidavits filed in Cumberland County court, investigators identified three massage businesses they allege were connected to the same operation:

  • DD’s Thai Massage on Raeford Road in Fayetteville.
  • Ai Khai Thai Massage on South Reilly Road in Fayetteville.
  • All Good Massage & Spa in Spring Lake.

Investigators allege Garcia exercised control over all three locations and transported women between businesses. One affidavit specifically describes the Spring Lake location as “one of three illicit massage parlors operated by Garcia.”

The allegations go beyond online advertisements.

According to court filings, investigators conducted multiple refuse inspections and reported recovering handwritten ledgers allegedly listing the names and addresses of the three massage businesses, appointment schedules, women’s initials, and daily earnings records.

Investigators further reported locating numerous empty condom wrappers and used condoms wrapped in tissue and foil during those inspections.

If proven in court, those allegations would represent some of the strongest physical evidence described in the publicly available records.

Ai Khai Thai Massage

One of the businesses identified by investigators was Ai Khai Thai Massage, located at 605 South Reilly Road in Fayetteville.

Court records allege Sihachack maintained and operated the business for prostitution purposes between April and June 2026.

Investigators reported observing Sihachack at the business on numerous occasions, allegedly using keys to enter the establishment, accessing restricted areas, remaining there throughout the day, and departing through the rear entrance.

The affidavit further alleges she transported several Asian women between the South Reilly Road business and an apartment rented in her name.

The location is notable for another reason.

Ai Khai Thai Massage sits immediately outside Fort Bragg along one of the installation’s primary corridors. Military property is located directly across the highway from the business.

Historical online listings reviewed by The Salty Soldier show Ai Khai Massage was also listed on RubMaps, a website known for hosting user-generated reviews of massage establishments. Public listings associated the business with the same South Reilly Road address identified in court records and described the location as a cash-only operation.

DD’s Thai Massage / All Nations Flooring

The investigation also focused on DD’s Thai Massage at 6002 Raeford Road in Fayetteville.

According to court filings, investigators observed Garcia at the business repeatedly entering through locked and restricted areas and exercising control over the operation.

Investigators further alleged that a phone number associated with the business was being used in advertisements posted to websites including Skip the Games and Mega Personals.

Property records reviewed by The Salty Soldier show Garcia owns the commercial property at 6002 Raeford Road, the same address identified in court filings as DD’s Thai Massage.

The ownership records independently connect Garcia to one of the businesses at the center of the investigation and appear consistent with investigators’ allegations that he exercised control over the location.

The address also presents an unusual detail.

Current Google Maps listings identify the location as “Dee Thai Massage” at 6002 Raeford Road. However, street-view imagery captured in November 2025 does not prominently display the name “Dee Thai Massage” on the building itself. Instead, the storefront appears to operate primarily as “All Nations Flooring,” with signage advertising flooring products and installation services.

Despite the flooring-focused storefront, photographs from the same imagery show a smaller sign reading “Massage” accompanied by an arrow appearing to direct customers toward the side or rear of the building. The sign is not prominently displayed from the roadway and appears separate from the flooring business signage visible on the front of the structure.

Court records reviewed by The Salty Soldier further indicate Garcia operated a flooring-related business. Investigators identified the same Raeford Road address as DD’s Thai Massage, while Google Maps currently lists the location as Dee Thai Massage. The overlapping flooring and massage business connections provide additional context to investigators’ allegations that Garcia exercised control over the property.

Historical online listings reviewed by The Salty Soldier further show DD’s Thai Massage appeared on RubMaps under the same Raeford Road address identified in court records.

Publicly available Google reviews reviewed by The Salty Soldier reveal an additional connection.

Years before the arrests, a review under the name Angkana Sihachack appeared on the Google profile for DD’s Thai Massage.

The review itself does not establish criminal conduct. However, it is notable because investigators now allege Sihachack operated Ai Khai Thai Massage while Garcia controlled DD’s Thai Massage and other related businesses.

The public review suggests a visible connection between individuals now charged in the same investigation.

All Good Massage & Spa

The third business identified in court records is All Good Massage & Spa.

Public records, property records, and historical business listings reviewed by The Salty Soldier place the business at 401 N.C. Highway 210 in Spring Lake, another community heavily intertwined with the Fort Bragg population.

Property records show the location operated from a standalone commercial building and was not owned by either defendant.

Like the other two businesses identified in court filings, All Good Massage also appeared on RubMaps, a website known for hosting user-generated reviews of massage establishments.

Several publicly available online reviews are also noteworthy.

One customer review posted years before the arrests provides additional context regarding how at least one member of the public perceived the business.

The reviewer wrote that he called the business before visiting and was allegedly encouraged to go to another location. According to the review, he instead chose to receive a massage at the Spring Lake location, where he said he was asked to pay in advance. The reviewer, who stated he was a 100 percent service-connected veteran, described the prepayment requirement as unusual based on his experience receiving massages over several decades.

He further characterized the business as operating on a cash-only basis, noted the apparent absence of a traditional checkout counter or register, and described covered windows and restricted entry procedures that he believed were inconsistent with a traditional massage business. Based on those observations, the reviewer ultimately referred to the establishment as a “classic happy ending location.”

The review does not establish criminal conduct, and The Salty Soldier cannot independently verify the customer’s claims. However, the observations are noteworthy because they predate the investigation and describe circumstances that resemble allegations later outlined in court filings, including claims that multiple locations were connected and that customers were directed between businesses. The review is also notable because it illustrates the businesses’ visibility within the military and veteran community surrounding Fort Bragg years before the investigation became public.

Another reviewer more directly stated:

“If you need a happy ending! This is the place to go!!!”

Neither review proves criminal conduct. Online reviews can be inaccurate, exaggerated, or fabricated.

However, the reviews are significant because they predate the arrests and reflect how some members of the public perceived the business before law enforcement executed search warrants.

More importantly, one review describing customers being referred to another location aligns with investigators’ allegations that the businesses operated as part of a connected network rather than as independent establishments.

Why CID’s Involvement Matters

Perhaps the most intriguing aspect of the investigation is the involvement of Army CID.

The Sheriff’s Office specifically highlighted CID’s participation in the operation.

That raises an obvious question: Why would Army criminal investigators participate in a local prostitution investigation?

The publicly available court records do not provide a definitive answer.

No active-duty Soldiers have been identified as defendants in the state court filings reviewed by The Salty Soldier.

No military personnel are named in the charging documents.

No federal charges have been announced.

Nevertheless, the geography is difficult to ignore.

One alleged business operated immediately outside Fort Bragg’s perimeter.

Another operated in Spring Lake, a town with deep military ties.

The third operated along Raeford Road, one of Fayetteville’s busiest commercial corridors serving Soldiers, veterans, military families, and Department of Defense personnel.

Taken together, the locations at the center of the investigation were not hidden in remote corners of Cumberland County. They operated directly within the broader Fort Bragg community and in areas heavily frequented by military personnel.

Additional facts uncovered by The Salty Soldier further underscore the military connection surrounding the locations involved in the investigation.

The Spring Lake location operated at 401 N.C. Highway 210, a corridor heavily traveled by Fort Bragg personnel.

Property records show the owners of the building housing “All Good Massage” also own the neighboring commercial building at 403 N.C. Highway 210.

Google Maps imagery captured in January 2026 shows a cleaner and alteration shop operating next door at the neighboring property. Signage visible at the business advertises boot shining, beret shaping, OCP nametapes, and military uniform alterations, while also specifically marketing services to soldiers assigned to Fort Bragg, including members of the 82nd Airborne Division and XVIII Airborne Corps.

The presence of a military-oriented business operating next door does not establish that soldiers were involved in criminal activity. However, it further illustrates how closely the businesses at issue operated within the Fort Bragg community.

Combined with the South Reilly Road location’s immediate proximity to Fort Bragg, the military-heavy customer base surrounding the businesses may help explain why Army CID participated in the investigation.

Exactly what role military personnel may have played, if any, remains unknown based on the currently available court records.

Human Trafficking Investigation, But No Trafficking Charges

The Sheriff’s Office publicly described the operation as a human trafficking investigation.

Yet the charges currently filed against Garcia and Sihachack are felony promoting prostitution offenses.

The publicly available records reviewed by The Salty Soldier do not presently contain human trafficking charges, nor do they identify trafficking victims.

That distinction is important.

Law enforcement agencies often investigate broader trafficking concerns while pursuing prostitution-related charges based on the evidence available at the time of arrest.

Whether prosecutors later seek additional charges remains to be seen.

For now, the publicly available evidence describes an alleged prostitution operation involving three massage businesses, shared records, transportation of women between locations, online advertising, RubMaps listings, and physical evidence investigators claim to have recovered during the investigation.

What remains unknown is whether Army CID’s involvement stemmed solely from the locations’ proximity to Fort Bragg or from evidence investigators uncovered regarding military personnel connected to the businesses. For now, that question remains unanswered in the publicly available record.
