Army court records detail allegations against Fort Hood staff sergeant previously acquitted in Texas

Newly obtained military charge sheets reveal the specific allegations the Army intends to present against a Fort Hood Staff Sergeant who was previously acquitted in Texas state court earlier this year.

As previously reported by The Salty Soldier, Staff Sgt. Joseph P. Painter is scheduled to face a General Court-Martial at Fort Hood beginning August 10, 2026, despite a Bell County jury finding him not guilty in March on related civilian charges.

The Army’s charging documents provide additional detail regarding the allegations military prosecutors intend to pursue during the court-martial proceedings.

According to the charge sheet obtained by The Salty Soldier, the Army has accused Painter of abusive sexual contact, indecent exposure, indecent conduct, and multiple specifications of sexual abuse of a minor under Article 120b of the Uniform Code of Military Justice.

One specification alleges Painter engaged in inappropriate sexual conduct involving a minor between September and December 2022 in Harker Heights, Texas.

Another specification alleges Painter communicated inappropriate language to a child under the age of 16.

The charge sheet also includes allegations involving inappropriate conduct and alleged violations of standards related to minors during overnight hours inside the residence.

Additional charges accuse Painter of indecent exposure.

According to prior reporting, the allegations surfaced after the mother of the two girls—described as a family member of Painter—reported concerns to investigators while deployed to Poland with the U.S. military. Authorities later alleged the incidents occurred during that deployment period.

The charges were formally preferred in November 2025 and referred to a General Court-Martial on February 25, 2026.

The military prosecution comes after Painter was acquitted in Bell County, Texas, where prosecutors pursued charges related to alleged inappropriate conduct involving minors.

During the March 2026 trial, jurors heard testimony from the accusers, family members, and multiple witnesses before returning not guilty verdicts on all counts.

Court records from the civilian proceedings show the defense successfully blocked prosecutors from introducing certain alleged “other acts” evidence prior to trial. The presiding judge ruled some proposed testimony was either not sufficiently probative or unfairly prejudicial.

Despite the acquittal, the Army moved forward with its own judicial process.

Because civilian and military courts operate independently, service members may still face court-martial proceedings even after a civilian acquittal involving related allegations.

Painter’s military trial is expected to proceed before an enlisted panel under the Army’s Office of Special Trial Counsel system, which was expanded to independently prosecute certain serious offenses.

Painter remains presumed innocent unless proven guilty in court.
