Army SFC reduced in rank after court-martial over exploitation and secret recording allegations

A U.S. Army sergeant first class stationed in Hawaii pleaded guilty at a general court-martial earlier this month to multiple prostitution-related offenses after originally facing a far broader slate of allegations that included production of child sexual abuse material (CSAM), secretly recording women during private encounters, and attempting to persuade a person believed to be a minor to engage in prostitution.

According to Army court-martial records, Sgt. 1st Class Tomas A. Martinez, a 43-year-old Army combat medic born in Peru whose home of record is Los Angeles, California, pleaded guilty May 4, 2026, at Wheeler Army Airfield, Hawaii, to three prostitution-related offenses under the Uniform Code of Military Justice.

Martinez, a 68W Combat Medic, was assigned to the Medical Readiness Battalion at Tripler Army Medical Center at the time of his court-martial.

While the Army has not yet released the full court documents showing the complete outcome of the case, The Salty Soldier obtained the referred charge sheet, which shows the final convictions represented only a small portion of the original allegations.

He was originally accused of attempting to persuade a person he believed to be under the age of 18 to engage in prostitution near El Paso, Texas, between April 18 and April 21, 2021. Prosecutors alleged the conduct involved interstate commerce and violated federal prostitution statutes incorporated through Article 134.

The charge sheet also accused Martinez of producing illegal sexual abuse material involving minors on two separate occasions. One specification alleged that on or about June 3, 2021, in Ciudad Juarez, Mexico, Martinez knowingly and wrongfully produced a video depicting a minor engaged in sexually explicit conduct.

Another specification alleged he produced a sexually explicit video involving a minor on Oahu, Hawaii, on or about May 5, 2023.

In addition to the exploitation-related allegations, Martinez was accused of paying women for prostitution-related activity in Ciudad Juarez, Mexico, in January 2022. Three specifications alleged he wrongfully procured women not his spouse to engage in prostitution-related activity in exchange for money.

The charge sheet further alleged Martinez secretly recorded women without their consent during private encounters in Ciudad Juarez, Mexico, between December 2021 and January 2022. Three Article 120c specifications accused him of knowingly recording the “private area” of women without authorization or consent under circumstances in which they had a reasonable expectation of privacy.

Another specification accused Martinez of attempting to persuade a minor to engage in prostitution, while an Article 82 solicitation-related charge alleged he wrongfully advised another person to use interstate or foreign commerce to persuade minors to engage in prostitution.

Despite those allegations, Martinez ultimately pleaded guilty only to three specifications of patronizing a prostitute.

In response to questions from The Salty Soldier, the Army’s Office of Special Trial Counsel confirmed that the remaining charges — including the exploitation-related allegations involving minors and the secret-recording allegations — were dismissed pursuant to the terms of the plea agreement after Martinez entered guilty pleas to the prostitution-related offenses.
