New details released about Airman facing court-martial as insurance fraud case takes shape

WICHITA, Kan. — Newly unsealed court records are providing a clearer picture of the insurance fraud case involving a senior airman already facing a pending general court-martial on child sex-related charges, revealing how state prosecutors allege he submitted false claims to multiple insurers and highlighting a timeline that overlaps with his own admissions of financial distress in civil court.

Randall Race Thomas Moore Jr., 26, an active-duty senior airman assigned to McConnell Air Force Base, is now formally charged in Sedgwick County District Court with two felony counts of fraudulent insurance acts, according to filings released this week in State of Kansas v. Randall Moore.

The charges, filed by the Kansas Attorney General’s Office, stem from alleged incidents on or about Feb. 7, 2024, and June 8, 2024, when prosecutors say Moore knowingly submitted or caused to be submitted materially false information in support of insurance claims.

Each charge is classified as a Level 8 nonperson felony under Kansas law. If convicted, Moore could face up to 23 months in prison, a fine of up to $100,000, or both on each count.

The timing of the alleged insurance activity overlaps with Moore’s own statements in a separate civil eviction case, where he later admitted to prolonged financial hardship.

Court records from that case show Moore acknowledged he failed to pay rent for February through May 2025, telling the court he did not earn enough money in the Air Force to keep up with his housing costs and was “constantly in overdraft just to be able to live.” He also cited personal issues requiring therapy and said the stress of his financial situation worsened those conditions.

While the eviction proceedings occurred months after the alleged insurance claims, Moore’s filings place his financial distress within the same general period prosecutors now allege he was submitting false insurance information.

Although the complaint does not detail the exact nature of the insurance claims, newly released witness lists and filings suggest the case centers on vehicle-related insurance activity.

The state has identified records custodians and witnesses from several major auto insurers and related entities, including GEICO, USAA, Travelers Insurance, and GEICO Marine, along with CarMania Auto Sales, TNT Towing, and Freedom 1st Credit Union. Such entities are commonly associated with collision, loss, theft, or total-loss vehicle claims.

Investigators from the Kansas Department of Insurance, Wichita Police Department, Sedgwick County Sheriff’s Office, and the U.S. Air Force Office of Special Investigations are also listed as witnesses, indicating a multi-agency investigation that intersects with Moore’s military status.

An arrest warrant was issued on Dec. 11, 2025, and executed on Dec. 17, when Moore was taken into custody by Sedgwick County authorities. Bond was set at $5,000. Court records show Moore made his first appearance on Dec. 18, with additional hearings scheduled later this month.

The insurance fraud case adds another layer to Moore’s expanding legal troubles.

As previously reported by The Salty Soldier, Moore is scheduled to face a general court-martial in January 2026 at McConnell Air Force Base. Military prosecutors have charged him with multiple offenses, including sexual abuse of a child, child pornography-related violations, obstructing justice, and indecent conduct. The allegations involve minors Moore allegedly met through a local church and online platforms. Moore has not been convicted, and all charges remain pending.

Moore has also been named as a defendant in multiple civil actions, including an eviction case that resulted in a default judgment and a separate lawsuit seeking more than $9,000 in unpaid rent, late fees, and court costs.

Moore now faces parallel proceedings in state criminal court, military court, and civil court, each moving forward on separate tracks.
