FAYETTEVILLE, N.C. — A U.S. Army Green to Gold cadet publicly identified in a viral Dollar Tree video has been arrested and charged with eight felonies and misdemeanor stalking after a Fayetteville Police investigation uncovered allegations involving multiple juvenile shoppers.
Musa Ajay Salagbi, 23, faces seven felony counts of indecent exposure in the presence of a minor, one felony count of indecent liberties with a child and one count of misdemeanor stalking in Cumberland County.
U.S. Army Cadet Command has now confirmed Salagbi was participating in the Army’s Green to Gold program at the time of the alleged July 2 incident and revealed that the process of disenrolling him from ROTC had already begun before the incident occurred.
Green to Gold is an Army program that provides eligible enlisted Soldiers a pathway to earn a college degree and pursue a commission as an Army officer through the Reserve Officers’ Training Corps, commonly known as ROTC. Participants become ROTC cadets while working toward the requirements necessary to commission as second lieutenants.
Cadet Command has not yet confirmed to The Salty Soldier which Green to Gold option Salagbi participated in, his enlisted rank before entering the program, his current duty status or whether he remains in the Army while the disenrollment process is underway.
“U.S. Army Cadet Command is aware of the arrest and charges against Cadet Musa Ajay Salagbi due to an incident in Fayetteville, NC,” Ian Ives, deputy director of public affairs for U.S. Army Cadet Command, told The Salty Soldier.
“USACC does not condone any misconduct, especially sexual misconduct, as it is a direct contradiction to the values of our command and the U.S. Army,” Ives said.
“Prior to this incident USACC began his disenrollment from the ROTC program. USACC will continue to work with local law enforcement as the situation continues to develop.”
Cadet Command has not yet disclosed what prompted Salagbi’s disenrollment, when the process began or what his military status will be if the disenrollment is completed. Ives told The Salty Soldier that he is working to provide answers to additional questions from the publication.
The criminal charges represent a significant development in a case The Salty Soldier first began investigating in July after a woman posted disturbing video from inside a Fayetteville Dollar Tree.

The woman alleged that a man followed her through the store while exposing himself and masturbating. She publicly identified him as Salagbi and subsequently said she reported the incident to both civilian law enforcement and the Army.
At the time, The Salty Soldier reviewed the video and separate photographs showing a Soldier wearing a U.S. Army uniform bearing the surname “SALAGBI.” The publication also located a Google-indexed LinkedIn result identifying a Musa Salagbi as a U.S. Army professional in the Fayetteville area.
At the time of the original report, Army officials did not respond to repeated requests seeking confirmation of Salagbi’s identity, rank, military status or assignment.
Official records obtained since that initial reporting now provide significantly more information.
A Cumberland County Sheriff’s Office arrest record identifies the defendant as Musa Ajay Salagbi and lists his employment as “US ARMY FORT BRAGG.” Cadet Command’s statement now independently confirms Salagbi was a Green to Gold cadet at the time of the alleged incident.
The Fayetteville Police Department warrant identifies the location of the alleged July 2 conduct as the Dollar Tree at 7715 Raeford Road in Fayetteville.
But the warrant reveals allegations extending beyond what was initially apparent from the video circulating on social media.
Police charged Salagbi with seven felony counts alleging he exposed his genitals in the Dollar Tree in the presence of minors for the purpose of sexual arousal or gratification.
One count identifies an alleged juvenile as approximately 14 years old, while another identifies an alleged juvenile as approximately 10. The ages are not specified in the charging language for several of the remaining counts.
The warrant does not make sufficiently clear whether all seven exposure counts correspond to seven different children, and The Salty Soldier is not making that assumption.
Salagbi is additionally charged with felony indecent liberties with a child.
For that charge, Fayetteville Police allege Salagbi committed or attempted to commit a “lewd and lascivious act” upon the body of an unidentified juvenile shopper under the age of 16 inside the Dollar Tree. The charging document does not provide additional details explaining the precise conduct underlying that allegation.
The warrant also provides new context for allegations the woman made publicly after the encounter.
The woman previously posted screenshots of messages she represented as communications from the individual involved in the incident. One message appeared to ask her to remove the video, apologized for what happened and offered to pay her.
At the time, The Salty Soldier could not independently authenticate the account or establish who sent the messages.
Fayetteville Police now allege Salagbi followed the woman and subsequently contacted her through social media. According to the stalking charge, Salagbi’s girlfriend then also contacted the woman.
Police allege the course of conduct was such that Salagbi knew or should have known it would cause a reasonable person to fear for their safety or the safety of their immediate family.
The warrant therefore corroborates key portions of the woman’s account previously reported by The Salty Soldier, including her allegation that she was followed and that subsequent social-media contact occurred.
The charging document does not establish, however, that the specific messages previously published by the woman are the same communications Fayetteville Police relied upon for the stalking charge.
The arrest warrant was issued July 31.
Salagbi was subsequently arrested Aug. 5 and booked into the Cumberland County Detention Center. Sheriff’s Office records identify him as 23 years old and list his employment as the U.S. Army at Fort Bragg.
Court records show a $50,000 secured bond was imposed. The release order also prohibited Salagbi from assaulting, threatening or harassing the complaining witness and prohibited contact with that person.
The criminal case remains pending. Salagbi has not been convicted of the charges, and the allegations contained in the warrant have not been proven in court.
The Army’s confirmation comes after The Salty Soldier spent weeks attempting to obtain answers regarding Salagbi’s status and the Army’s response to the allegations.
The publication first contacted Fort Bragg public affairs on July 8. Additional identifying information was subsequently provided to Army officials as it became available, and The Salty Soldier made repeated follow-up inquiries.
The publication also contacted Army Human Resources Command after obtaining information indicating Salagbi had participated in the Green to Gold program. Neither Fort Bragg nor HRC responded to those inquiries.
The Salty Soldier made additional attempts to reach Army public affairs by telephone and email before publication.
U.S. Army Cadet Command ultimately responded after Deputy Director of Public Affairs Ian Ives received the inquiry. Ives explained that a public affairs personnel transition in July resulted in the earlier inquiry not being passed to him and apologized for the delay.
Ives then provided Cadet Command’s statement ahead of publication and said he would continue researching The Salty Soldier‘s remaining questions.
Cadet Command’s disclosure that Salagbi’s ROTC disenrollment process began before July 2 raises a separate question about what occurred before the Dollar Tree incident.
The Salty Soldier has obtained information indicating Salagbi attended Cadet Summer Training at Fort Knox during the 2025 training cycle and did not complete the training. The publication has also obtained additional information concerning the circumstances surrounding his departure.
Those details have not yet been independently confirmed by the Army, and The Salty Soldier is withholding the unverified allegations while Cadet Command researches and responds to additional questions.
Cadet Command has, however, officially confirmed the broader and potentially significant fact that Salagbi’s disenrollment from ROTC was underway before the conduct alleged in Fayetteville.
Ives said Cadet Command would continue working on the publication’s remaining questions and would be available to provide additional context.
The Army Office of Special Trial Counsel previously told The Salty Soldier, before Salagbi’s arrest and the filing of the civilian charges, that the incident was not on the office’s radar at that time.
Following the criminal charges, The Salty Soldier again notified Army officials, including OSTC, and sought information concerning whether the Army had initiated its own investigation, administrative action or other proceedings.
Cadet Command now says it is aware of Salagbi’s arrest and charges and will continue working with local law enforcement as the case develops.
The Salty Soldier will update its reporting when Cadet Command provides answers to the publication’s remaining questions or when additional information becomes available in the criminal case.
Salagbi is presumed innocent unless and until proven guilty.
