New details released in case of Fort Bliss Soldier convicted of Meth use and distributing CSAM

Newly released court documents are shedding further light on the case of a Fort Bliss soldier who pleaded guilty in December to child sexual abuse material offenses and drug-related misconduct at a general court-martial.

The charge sheet in the case of SPC JuliusJeremiah A. Finistertirado provides a clearer picture of when the misconduct occurred and how the case progressed through the military justice system.

According to the document, Finistertirado was accused of distributing child sexual abuse material on or about May 15, 2025, while stationed at or near Fort Bliss, Texas. Prosecutors alleged the material involved a minor — or what appeared to be a minor — engaged in sexually explicit conduct, and that the conduct brought discredit upon the armed forces.

The charge sheet also alleges that nearly a year earlier, on or about June 3, 2024, he knowingly possessed child sexual abuse material on an iPhone.

In addition to the exploitation offenses, the document outlines two methamphetamine-related violations under Article 112a of the Uniform Code of Military Justice. Finistertirado was accused of wrongfully using methamphetamine in September 2024 and later possessing approximately 0.0133 grams of the drug in August 2025.

The charges were formally preferred on Sept. 30, 2025, and later referred to a general court-martial convened by Headquarters, 1st Armored Division and Fort Bliss. He acknowledged receipt of the referred charge sheet on Nov. 6, 2025.

As previously reported by The Salty Soldier, Finistertirado pleaded guilty on Dec. 2, 2025, before a military judge sitting alone. Court records indicate he was sentenced to reduction to E-1, 36 months of confinement, and a dishonorable discharge as part of a plea agreement.

Finistertirado served as a 74D Chemical, Biological, Radiological and Nuclear specialist assigned to the 44th Chemical Company, 22nd Chemical Battalion at Fort Bliss. The timeline reflected in the charge sheet shows the alleged misconduct spanned more than a year, overlapping both drug use and child exploitation offenses during his time on active duty.

The Army has not released details explaining how the misconduct was discovered or whether additional individuals were investigated in connection with the case.

The Statement of Trial Results has not yet been provided. The Salty Soldier will continue to pursue the remaining records to ensure a complete public accounting of the case.
