WASHINGTON, D.C. — A Halloween night gathering in Washington’s Navy Yard neighborhood escalated into chaos as hundreds of juveniles clashed in the streets, prompting a multi-agency law enforcement response that included National Guard members.
According to the Metropolitan Police Department (MPD), First District officers began monitoring the crowd around 7:30 p.m. near the park between First Street and New Jersey Avenue Southeast, adjacent to the Navy Yard Metro Station. Police said the crowd quickly grew to several hundred people by 8 p.m.
While the gathering began peacefully, fights soon broke out, and large groups began blocking streets and ignoring police instructions to stay on sidewalks. MPD said officers called for support from the Metro Transit Police, U.S. Capitol Police, members of a Federal Task Force, and the D.C. National Guard to restore order.
The park area was cleared by approximately 11 p.m., and MPD maintained a visible presence overnight to prevent further disturbances. One MPD sergeant sustained minor injuries after being knocked to the ground while attempting to control the crowd.
Arrests and Charges
MPD reported five arrests connected to the incident, including one adult and four juveniles:
- Kaeden Brown, 18, of Accokeek, Maryland — Possession of a prohibited weapon (knife)
- 16-year-old male, Southwest D.C. — Public consumption of marijuana
- 15-year-old male, Southeast D.C. — Affray
- 14-year-old male, Southeast D.C. — Failure to obey and resisting arrest
- 14-year-old male, Southwest D.C. — Failure to obey and resisting arrest
Police said additional arrests were made by the Metro Transit Police. The investigation remains ongoing as authorities review body-camera and social media footage.
Curfew Enacted
In response to the Halloween night unrest and what officials described as “several weeks of disorderly juvenile behavior,” Mayor Muriel Bowser enacted a limited juvenile curfew beginning Saturday, November 1.
“All juveniles under the age of 18 are subject to a curfew from 11 p.m. until 6 a.m., which will extend through November 5,” Bowser said in a statement on X. The order also authorizes MPD Chief Pamela Smith to establish “special curfew zones” where restrictions can begin as early as 6 p.m.
Chief Smith said MPD and its partners will maintain an increased presence in key areas to ensure the disturbances do not continue.
National Guard Support

The Guard’s deployment in Washington, D.C., has been extended through February 2026, according to a U.S. defense official cited by Politico.
The Halloween night incident follows months of concerns over youth-involved violence and large-scale disturbances across the district.
