Fort Campbell soldier, former recruiter, charged in federal child crimes case

Federal prosecutors say a Fort Campbell soldier has been arrested and charged with multiple child sexual exploitation offenses following a months-long investigation involving the FBI and Army Criminal Investigation Division.

According to an unsealed criminal complaint, Robert Cecilio, 39, of Clarksville, Tennessee, allegedly used Snapchat to solicit nude photos and videos from at least three underage girls between May 2024 and the present.

Court documents say that records from Snapchat—obtained through a search warrant—show more than 8,400 messages, images, and videos exchanged between Cecilio and one victim alone.

Investigators say Cecilio was taken into custody on August 8, 2025, when Army CID agents and military police detained him at Fort Campbell’s gate. After waiving his rights, he reportedly admitted to using several Snapchat accounts—often containing some variation of the name “Gabe”—to communicate with minors. Cecilio also confessed to engaging in sexual conversations with “many minor girls for an extended period” and receiving numerous images and videos that he knew were child pornography.

If convicted, Cecilio faces a mandatory minimum of 15 years in federal prison and up to a $250,000 fine.

The case is being prosecuted by Assistant U.S. Attorney Monica R. Morrison and investigated by the FBI’s Nashville Field Office, Clarksville Resident Agency, and the Department of the Army Criminal Investigation Division as part of the Project Safe Childhood initiative.

Cecilio’s LinkedIn profile states he has served in the Army since graduating high school in 2004, spending three years as a recruiter in West Valley, Arizona and the rest of his career as a Culinary Management NCO. J

Jail records show he was booked into Grayson County Detention Center on August 13 under “FEDERAL PRISONER HELD-IN TRANSIT/COURT/SERVEOUT” status, and remains in custody as of this article’s publication.

While unconfirmed by Army officials, Cecilio is believed to be a Sergeant First Class assigned to the 5th Special Forces Group at Fort Campbell.

A criminal complaint is only an allegation, and Cecilio is presumed innocent until proven guilty in court.
